State assistance in the form of subsidies to small businesses is a free, targeted support for the economic activities of business entities or the opening of their own business. Subsidies for starting a small business in 2015 are allocated under various programs, each of which has its own characteristics of receipt. Any entrepreneur can become a participant, with the exception of those whose activities take place in the following areas:

  • lending;
  • production of alcoholic products;

Procedure for receiving a subsidy

It can take a long time from submitting an application to receiving funds. Actions of an entrepreneur at the employment center to receive subsidies for small businesses from the state in 2015:

  • Registration with the employment service as an unemployed person. Accordingly, the applicant must not have a place of work, at least not an official one, and not be the founder of a legal entity or individual entrepreneur. Choose an employment center near your place of permanent residence.
  • A form is filled out indicating personal information about the citizen.
  • An account is opened in the bank for transferring government aid.
  • The applicant then draws up a business plan. This is the most important stage, since the document will be reviewed by a special commission and it is on this basis that the decision on subsidies is made. In the business plan, be sure to indicate the following points: feasibility of the business, cost, payback period of investments, distribution of own funds and subsidies, job creation.
  • A business plan in two versions: printed and electronic is submitted to the self-employment promotion department.
  • There, a date will be set for a meeting of the commission, which will decide on the allocation of funds. If rejected, revise your business plan.
  • Then you need to register and become an individual entrepreneur. To do this, visit the tax office at your place of residence and provide your passport and pay the fee.   • Within a month, the subsidy will be transferred to your bank account.

If the business is active

Subsidies for the development and support of small businesses are also allocated by the state in 2015. It’s easier to get them than to open your own business:

  • A certificate of individual entrepreneur registration, a business plan, a passport, and an application for a subsidy for small businesses are submitted to the employment center.
  • The commission is completed on time.
  • The current entrepreneur most likely has a bank account, so it is necessary to provide an extract from it.
  • In a month, if the decision is positive, a subsidy will be allocated.

Business entities in the form of individual entrepreneurs or LLCs can count on the development of an existing business within the framework of the programs:

  • Regional payments are issued on a competitive basis. All firms in the region can participate in the tender. However, such subsidies are allocated for priority purposes for the region: development or support of a particular business. This could be agriculture, the oil refining industry, and so on.
  • The employment service also allocates funds for business development, but in 2015 the amounts were significantly reduced. You will have to report on the subsidy spent every three months or at the end of the year. At the same time, the effectiveness of using subsidies for small businesses from the state will be considered achieved if the business plan “worked.” The entrepreneur will have to take into account all expenses, keep receipts and checks, and present a full report to the commission.

The subsidy is issued once. To obtain it, the applicant must have Russian citizenship, and the business must also be carried out in the country.
