95. Many people think that the Ministry of Emergency Situations is represented only by fire services, but in fact this structure includes a much larger number of units, each of which has certain functions. Salary situation in 2018


Looks like the salary increase will be achieved by reducing the number of employees.

Recall that in 2012 the President of the Russian Federation issued a decree according to which the salaries of the majority (including employees of the Ministry of Emergency Situations) were to be doubled until 2018. In 2015, the employees of this service were promised a recalculation, increasing the salary (salary) of the junior staff by 2.5 times, and for managers and senior staff by 1.5 times. Then the increases were suspended, and in 2018 salaries were still indexed by 4%. At the same time, the command staff of the Ministry of Emergency Situations was threatened with layoffs - in the process of optimization, the number of managers will be reduced by 10%.

However, this is far from the first reduction in the number of employees in the services responsible for the safety of life and property of Russians. Back in 2013, the number of employees of this structure was “optimized” by reducing by 28%, and in 2017 by another 6% (on average for 74 constituent entities of the Russian Federation). As a result, the number of employees of the territorial divisions of the Ministry of Emergency Situations amounted to slightly more than 17,000 people (excluding firefighters and persons representing civilian personnel). Note that the most significant reductions were recorded:

  • in the Stavropol Territory - in 2017 alone, about 40% of the employees of the Ministry of Emergency Situations were reduced here, and in four years the reduction reached 54%;
  • in the Khabarovsk Territory, the reduction reached 35.7% in 2017. In just 4 years, about 60% of employees were fired;
  • V Nizhny Novgorod region– the reduction was 34.2% in 2017 (53% in 4 years). Now only 335 rescue workers work here;
  • in the Ryazan region - about 25% of employees were fired here;
  • in the Sverdlovsk region - the reduction affected 17.6% of employees in 2017 and about 50% - over a four-year period;
  • in Tatarstan - 31% in four years.

Only in 8 subjects of the Russian Federation there was an increase in the personnel of the Ministry of Emergencies - for example, in Kamchatka, an additional 300 people were recruited. If we dwell on the indicators that show the number of employees of the Ministry of Emergency Situations in different regions and cities of Russia, you can give a few figures:

  • to date, only 17.043 thousand MES-nicknames remain in the Russian Federation (against 24.83 thousand in 2013);

Due to sharp reductions, rescue services in the Russian Federation are gradually “dying out”

Most experts believe that such reductions were carried out without the slightest correlation with the number of personnel required for the functioning of a particular territorial unit of the Russian Federation. Some bluntly state that the layoffs were carried out for only one purpose - to ensure the increase in salaries announced by the government. The same situation applies to doctors and teaching staff schools, about which various sources wrote more than once.

The leadership of the Ministry of Emergency Situations tried to justify its actions by orders of the President. In the decrees of 2016, the optimized number of the Ministry of Emergency Situations was indeed prescribed - 20.3 thousand people instead of 26.3 thousand, however, 17.043 thousand - this is 3257 people less than the specified personnel limit. And this is without taking into account the 10% that they promise to cut during 2018! Even if only the number of leaders is really reduced, the territorial subdivisions of the rescue agency will be significantly understaffed.

If you bring concrete figures, then today the staffing of the structures of the Ministry of Emergency Situations looks like this (using the example of regions with the lowest staffing levels in the country):

  • in the Republic of Sakha - 76.2%;
  • on Magadan - 76.3%
  • in the Murmansk region - 77.7%
  • in the Tver region - 78.9%;
  • in Primorsky Krai - 79.5%;
  • in Crimea - 80.4%;
  • in the Kurgan region - 82.4%;
  • in the Vologda Oblast - 82.8%;
  • in the Amur region - 83.3%.
  • in the Kemerovo region - 84.6%.

Recall that it was in the latter region that the infamous tragedy occurred in the Zimnyaya Cherry shopping center, as a result of which sixty people died. The reduction in the staff of rescue services in this territorial division amounted to more than 32% (for the last three years). Moreover, the leadership of the Ministry of Emergency Situations in the Kemerovo region called the reason for the insufficient efficiency of rescue operations precisely the insufficient number of employees!

I must say that four years ago, the worst staffing rate in the regions was 86.8% (in the Republic of Sakha), and in most subjects it significantly exceeded 90%. Now boast of high performance (i.e. a sufficient number full-time employees) can only Karachay-Cherkessia, Ingushetia, Kabardino-Balkaria, Ulyanovsk and Orel regions, where this figure ranges from 96.6 to 98%. Since 2017, there are no regions with 100% staffing of the Ministry of Emergency Situations in the Russian Federation.

As for the salary itself, many regions reported on the increase in the financing of the work of the Ministry of Emergencies. However, ordinary employees complain that their salary sometimes does not even reach 20 thousand rubles a month, which does not at all correspond to the dangers of such work. That is why the decrease in the number of rescue service employees is explained not only by layoffs initiated by the management, but also by voluntary dismissal from the Ministry of Emergency Situations.

Statistical departments claim that the average salary in the divisions of this service is 63 thousand rubles (an increase over the year was about 6%), and over the past four years their salaries have grown by 9%. However, if we take into account the real level in the country, then in reality the salaries of employees of the Ministry of Emergency Situations have decreased by almost 30%. It is also worth considering the situation with salaries in the context of individual regions:

  • at the federal level, the average salary of the management staff of the Ministry of Emergency Situations is 164.4 thousand rubles per month;
  • allowance for difficult climatic conditions provides the inhabitants of Chukotka with a salary in the amount of 132.8 thousand rubles;
  • a slightly lower coefficient is applied in Magadan - here the Ministry of Emergency Situations pays an average of 120.5 thousand in national currency;
  • Yakutia provides its subdivisions with a salary of 110.6 thousand rubles. Interestingly, the last two regions have the most understaffed states. It is quite possible that such high salaries are explained by the salary of the higher staff or significant overtime;
  • Ministry of Emergency Situations working in the territory of the Murmansk region, as well as in the Khanty-Mansiysk, Yamalo-Nenets and Nenets Autonomous Districts, receive an average of 100 thousand rubles;
  • rescuers from Tatarstan are paid about 52.6 thousand rubles (over the year, their salary level increased by only 1.5%, which is much lower than the average inflation rate);
  • Ministry of Emergency Situations working in the Ulyanovsk region receive 52.2 thousand rubles;
  • units located in Mari El have 50 thousand in national currency as a salary;
  • rescuers in Bashkortostan receive 60.6 thousand rubles a month;
  • Perm rescuers are paid an average of 58.9 thousand;
  • Ministry of Emergency Situations of the Kirov region receive 58.7 thousand rubles;
  • Nizhny Novgorod services reported an average salary of 52.8 thousand rubles.

However, the average salary is the same as the average temperature in a hospital. More specifically, the salary of an ordinary employee is an average of 5200 rubles (without allowances), the salary of junior officers is 6200-8800 rubles, the average command staff is 9800-11400 rubles, the senior command staff is 12000-13500 rubles, and the generals of the Ministry of Emergency Situations - 20800-26000 rubles. From the above data, we can conclude that, firstly, only the salary of senior authorities and generals exceeds that approved in May 2018, and secondly, those who have recently joined the Ministry of Emergency Situations have not yet received significant additional payments for length of service and others characteristics. As a result, a young man who wants to devote himself to such a dangerous and responsible work, at first, cannot even claim a bonus for qualifications and seniority.

At the same time, the highest salaries are received by certified "office" workers of senior ranks who do not take part in operations during which they have to really risk their lives.

Will salaries rise in 2019?

The government has repeatedly said that in 2019 the salaries of employees of the Ministry of Emergency Situations will be expressed in worthy amounts. For example, in 2018, 2.5 billion rubles were allocated to finance the salaries of these services, and in 2019 and 2020 they promise to additionally allocate another 3.1 and 5.8 billion. Ordinary employees at the same time express the hope that it will be possible to at least avoid regular cuts and such an “increase” in wages, as before - due to overtime and the transition to one and a half rates.


The government offers the Ministry of Emergency Situations to partially switch to self-financing

Maybe at least the tragedy in the "Winter Cherry" will clearly demonstrate to the government that the Ministry of Emergency Situations is not a structure that can be saved on. It was promised that the bonuses of the leadership of the Ministry of Emergency Situations and items of extra-budgetary income from 2019 will become open information to increase the transparency of the distribution of finances within the agency. And with regard to the payments, it was said that now they will be tied to the population in the points where one or another rescue service unit works.
