Work analysis. List of indicators and criteria for evaluating the effectiveness of employees in state budgetary and autonomous institutions of the Arkhangelsk region in the field of social protection of the population indicators and criteria for evaluating the effectiveness of

There are two approaches to defining the concept of efficiency social work.

The first is the ratio between the achieved results (effects) and the costs associated with ensuring these results.

The key issues in relation to this definition are the measurement (description) of results or effects and costs, as well as the impact of costs and other factors on results.

"Ratio situations" are very different. The costs remain at the same level, and the results in quantitative and qualitative measurements are higher than in previous periods. Costs are reduced, but the results remain the same as with unreduced costs or even increased. Costs have increased to some extent, and the results have become even greater. In practice, one has to reckon with the so-called " marginal results", when their quantitative and qualitative characteristics do not increase due to the limitation of a number of factors that are specific in a given institution social protection.

The second approach considers performance as actually achieved and necessary results (effects). Based on this understanding, the key task is to measure (describe) the results.

Since the results and costs can be assumed, planned, planned or act as goals (tasks), so far the effectiveness can be expected (calculated, planned) and actual (actually achieved).

Other important issues are performance evaluation; choice of subjects for performance evaluation; subjects evaluating effectiveness, methods and techniques for evaluating effectiveness; factors affecting efficiency/inefficiency.

It should be noted that research in the field of social work effectiveness began recently - in early 1996. And therefore, there are only the first scientific results, mainly related to the development of a conceptual apparatus, the definition of the types of methods and methods by which effectiveness can be assessed.

An important concept is the subject of evaluation of the effectiveness of social work or that specific thing that can or is actually evaluated. Accordingly, the methods are associated with the subject, a list of which is given in table 23.

The parametric method is at the heart of the so-called "parametric methods". It involves a comparison of two key parameters:
1) was the condition of the patient (client) before;
2) the current state of the patient (client).

This method involves describing the state of the patient (client) "at the entrance" (for example, when a child with limited motor abilities is admitted to the rehabilitation center) and "at the exit", i.e. at the end of the rehabilitation period. The difference between these two parameters is the "rehabilitation effect" or the result, indicating the effectiveness of the used rehabilitation means, methods, organization of rehabilitation, staff qualifications, etc.

The main problems in the development of parametric methods are: development and description of the "input" and "output" parameters; determination of the main factors of efficiency and inefficiency both in terms of intermediate and final parameters.

A method of evaluating effectiveness based on meeting the needs of the client(s) being served. This method has the following varieties:
1) a direct evaluation method, when oral and written (using questionnaires) customer surveys are periodically conducted;
2) a parametric method, with the help of which a comparison (comparison) is made of what is required for the client according to the norms, regulations or relevant standards, and what is actually performed in the process of social services;
3) a combination of the first and second methods.

When using these methods, one has to reckon with the so-called "unexpected reactions of clients" when they apply to the social protection authority with complaints, questions, requests, in which their needs are expressed.

From the point of view of the structures that manage the process of social services, it is important to have information about the satisfied, not fully satisfied, and for some reason not satisfied needs of their clients. This, as practice shows, makes it possible to more purposefully build work on social services, obtain the necessary resources, use new forms and methods, etc.

The method of evaluating the effectiveness / inefficiency is very pragmatic, as it allows you to systematize the factors of efficiency and inefficiency factors; present them in a clear and visible form, for example, using the appropriate table; develop and implement programs (plans) to improve the activities of the relevant institution.

We will demonstrate this method using the example of the Sokolniki Center for Social Resources (Moscow). According to the director of this CSO (although the assessment base may be more extensive), the main factors of efficiency / inefficiency in 1995 in the work of this institution were the following.

Using this method it is possible to divide the factors of inefficiency into three groups: 1) factors, the practical solution of which does not depend on our structure (the so-called "upper" or "foreign" factors); 2) factors, the practical solution of which depends on the given institution (“our” factors); 3) factors located on the "watershed" of "us" and "them".

A feature of this method is not only its “evaluative nature”, but also its focus on solving practically significant problems included in the list of inefficiency factors. At the same time, the situations in which this can happen are very different: a situation where “inefficiency has been squeezed”; the situation of systematic diagnostics and improvement; the situation of "the most significant problem"; situation of "pressure from above"; case situation and others.

A questionnaire survey is one of the methods for assessing both the effectiveness and inefficiency of the activities of social protection institutions, the work of peaks. In this case, the following varieties of this method are encountered:

Separate questions for evaluating the effectiveness / inefficiency are “built-in” in the questionnaire, for example, the “Questionnaire for an employee social service at home" contains the following questions:
- How do you evaluate the effectiveness of your work? high; high enough; average; low; very low.
- What are your suggestions for improving your work in serving the elderly?

By design, the first question is closed, since it "sets" the levels of assessments. Second question - open type and is designed for free expression of opinions and suggestions. Both of these questions are designed to clarify the so-called "primary picture" or to receive initial assessments and proposals. More in-depth assessments can then be made to identify and systematize performance/inefficiency issues.

In practice, questionnaires are also used that are entirely devoted to identifying efficiency / inefficiency factors. Such “targeted questionnaires” allow collecting and processing a variety of information that allows developing measures (activities) to improve efficiency. This requires a qualified development of the questionnaire itself, taking into account the costs of its replication, as well as the collection and processing of information.

When evaluating the effectiveness of the activities of social protection institutions, the method of estimating costs is also used, i.e. valuation of social services both in terms of the cost of services for one client and the entire contingent of those served. At the same time, it is important to correlate the costs of social services with the indicators that are selected as “results”, and take into account their “fluctuation” - the results have become higher, remained at the same level or worsened. Costs can also fluctuate—increase, stay the same, or decrease—so performance assessment methods must account for these fluctuations.

IN Lately there has been a steady interest in the problem of performance social services and individual social workers. Increasing the effectiveness of social work is a core problem not only for scientists, but also for practitioners - heads of state and regional levels, direct organizers of the system of social protection of the population, managers and specialists of social services, as well as higher education teachers who train and retrain social work specialists.

However, questions are often still raised: timely raising the question of the effectiveness of social work in general, and even more so, the effectiveness of the activities of individual social workers? Or are the grounds for determining the effectiveness of the activities of social services and individual social work specialists sufficiently clearly formulated? What is the system of criteria and indicators on the basis of which it is possible to measure the effectiveness of social work, certain types and methods of social services for the population? These questions are not posed by chance, and it is not easy to answer them.

The main thing that distinguishes social work from other types social activities- its subordination to the tasks of reviving human dignity, intervention in the social environment to overcome deprivation and destruction, the implementation of social, socio-cultural, psychological and physical effects on the personality, the individual, ensuring the harmony of the person and the environment, the normal socio-psychological functioning of a person in various situations and environments.

The International Federation of Social Workers defines social work in this way. This professional work on:

Carrying out charitable activities;

Assistance to a person in self-expression;

Disciplined implementation of scientific knowledge about human behavior (social behavior).

Social work is aimed at the development of the personality, individual, family, nation and the world community - to implement the principles of social justice.

social worker in qualification handbook assigned various duties:

Renders at the enterprises, in microdistricts of a family and individuals in need of socio-medical, legal, psychological, pedagogical, material and other assistance, protection of moral, physical and mental health;

Establishes the causes of their difficulties, conflict situations, incl. at the place of work, study, etc., assists them in solving problems and social protection;

Promotes the integration of the activities of various state and public organizations and institutions to provide the necessary socio-economic assistance to the population;

Provides assistance in family education, imprisonment employment contracts on work at home for women with underage children, the disabled, pensioners;

Conducts psychological, pedagogical and legal consultations on family issues, educational work with minor children;

Identifies children and adults in need of guardianship and guardianship, assistance in placing them in medical and educational institutions, obtaining material, social and other assistance;

Organizes social protection of juvenile delinquents, in necessary cases acts as their public defender in court;

Participates in the work on the creation of centers for social assistance to the family: adoption, guardianship and burns; social rehabilitation; shelters; youth, teenage, children's and family centers; clubs and associations, interest associations, etc.,

Organizes and coordinates work on social adaptation and rehabilitation of persons who have returned from special educational institutions and places of deprivation of liberty.

Each type of activity ends with some result, according to which the work performed is evaluated. One of the most important evaluations of the result is efficiency. Social work also gives certain results. It is also judged by its effectiveness.

What is efficiency activity in general and specifically social work?

Depending on the type of activity, the concept of efficiency is defined in different ways. In economics, this is the ratio of results and costs. How better result And less cost, the higher the efficiency. In medicine, the approximation of the patient's state of health after treatment to normal. In psychology, the degree of realization of spiritual and moral ideals.

The definition seems to be different. But at the same time, each of them has mandatory elements: a goal, a result, expenses, a generally accepted norm (or ideal).

The main thing in this list is the goal and the result. They represent the starting and ending points of activity: at the beginning, the goal is put forward, and at the end, the result is obtained. The ratio of the goal and the result gives an idea of the effectiveness of the activity. It is no coincidence that the definition: efficiency is the essence of the degree of goal realization. The final expression of this degree is the result: it coincides with the goal of a greater or lesser degree.

The subject of our study are the effectiveness of social work, what's in the most general view considered as the ratio of the results obtained to the previously put forward goals. Thus, it captures the degree of conformity with what was supposed to be achieved.

The essence of the effectiveness of social work is expressed in the ability complete system or its individual elements to respond positively and respond to the requests, needs of the population, especially its socially vulnerable part. Therefore, the concept of the effectiveness of social work can be formulated as follows: it is the maximum possible achievement of goals in the given conditions to satisfy social needs population (customer) at optimal cost. In other words, we are talking about the need to conduct a comparative analysis in one form or another, during which the latest data about the object (client) in the process of working as a social worker or a social body, institution, and information received earlier are compared.

This allows us to correlate the quantitative and qualitative assessment of the current and previous state of affairs in a certain area of social work and draw appropriate conclusions about the degree of its effectiveness.

One of the most important conditions for improving the organization of social protection and social services for the population as constituent parts all social work is the use of basic information that objectively reflects the state of the system and its elements. The role of a tool for obtaining such information is performed by a system of criteria and indicators of the effectiveness of social work, which should contain, at a minimum, data on clients, the services provided to them and their results.

In the study of the problems of the effectiveness of social work, an important place is occupied by the question of the essence criteria and performance indicators.

In the available literature, the concept of "criterion" is defined as a distinctive feature that objectively reflects the state of a particular process, phenomenon, object or subject. But the criteria may not be any signs of a state, in this case, social work, but only those that meet certain requirements. First of all, they must be objective, reflecting not secondary and random, but essential and recurring features. They should also be necessary and sufficient, serve as a measurement standard for evaluating performance, contain qualitative and quantitative information about the functioning of the system.

Research practice shows that there can be no single approach to determining the structure of criteria and indicators suitable for all cases of performance evaluation. The peculiarity of evaluation tasks in each particular case must be taken into account by the researcher and receive a specific reflection in the structure of the criteria.

Today the main task specialists in social work - to learn how to implement the functional purpose of the services in which they work, to optimally perform their tasks, relying on domestic and foreign experience social work. In the context of the socio-economic crisis, the question of the role of social workers in the process of adaptation is acute various categories population to new social conditions, which developed in the 90s in our country, about the active and professional participation in the social rehabilitation of people who find themselves in a difficult life situation.

To achieve the set goals different types social service institutions and social service specialists, it is important to learn how to implement the domestic concept of social service for the population, the basic methodological principles of social work, to skillfully use various technologies social work.

The definition of criteria and indicators of the effectiveness of social work is important for both scientific and practical activities social services and its individual specialists. Indicators of the effectiveness of social services, as a rule, aim practical social workers of various qualifications and functional purposes to achieve specific results - intermediate and final.

The effectiveness of social work specialists can be determined on the basis of both general and specific criteria. General criteria for the effectiveness of social work serve to assess its effectiveness as a whole, say, on the scale of a territorial social service or a separate social service institution in a certain territory, and specific ones - to assess the main types of social services, forms and methods of social work with various categories of the population.

Let's single out principles on which the effectiveness of social work with a client is based:

Ability to accurately formulate the client's problem;

Analysis of the factors that caused the problem, as well as hinder or contribute to solving the problem;

Assessment of the possibility of solving the problem;

Development of an action plan;

Involving the client in solving the problem;

Evaluation of changes achieved in the position of the client.

Of course, the criteria, as well as indicators of the effectiveness of the implementation of social work in the country, can be applied at the macro level (at the state level), meso level (region, city, district) and micro level (at the level of an individual, client).

As for the macro level, where, as a rule, it means overcoming social deviations or stabilizing negative trends in the social health of society and its gradual improvement, it is very difficult to single out indicators that would make it possible to determine the specific contribution of social workers to overcoming such deviations and problems as poverty, unemployment, homelessness, social ill health in the form of drug addiction, alcoholism, prostitution, etc., since their solution largely depends on the nature of the socio-economic reforms in the country, on the implementation of social policy, on the effectiveness of the implementation of the social security mechanism.

It is rather difficult to calculate the coefficient of participation of specialists - representatives of various branches of the social sphere (teachers, doctors, social workers) - for example, in solving problems of the family and children. Based on what indicators can one judge the effectiveness of the activities of social work specialists, teachers, employees of public authorities and local government in the elimination of child neglect and crime, and, of course, in the placement of children? This problem, as you know, is a nationwide, interdepartmental one.

Of great importance in improving the effectiveness of social work is the micro-level - directly the activities of a social worker at the client level.

There is no doubt that the criteria and performance indicators of individual social work specialists, primarily contact social workers, are of paramount importance not only for overcoming the existing combination high level professionalism of specialists and the elementary incompetence of a number of social workers, not only for the formation of positive motivation professional activity. They are needed primarily to protect clients of social services, to eliminate or reduce various kinds of deviations in social services for the population.

Therefore, no matter how important the criteria and indicators are that allow assessing the effectiveness of the development of the basic prerequisites for high-quality and timely social services, one must always remember about the indicators that allow assessing the level of accessibility and adequacy of the client in the provision of services, the level of accessibility and adequacy of these services, allowing the client to exit from difficult life situation.

Evaluation of the effectiveness of the work of a social work specialist, as well as the activities of the social service as a whole, can be considered in different ways depending on the understanding of the essence of the client's personality and his problems. If we understand the client as a person who has found himself in a difficult life situation, then this is one statement of the question. But, if we understand the personality of the client as a set public relations, then, on the one hand, it is quite difficult to compare the effectiveness of social work for a client, and on the other hand, the totality of living conditions that a client falls into can be measured quantitatively, since each person is forced to use some resources to ensure life. However, using resources is not a reality. Such an opportunity often depends on the activity of the client himself, in general, a person. Consequently, there are such indicators as "a measure of activity", "degree of freedom", "a measure of the ability to use one's capabilities and resources of the environment", "the level of development of the will and vitality of the client", etc.

It is known that not every person who finds himself in a difficult life situation can get out of it without outside help. This means that someone must provide the client's activity with an impulse, determine the specific direction of his actions, stimulate the vitality of a person, someone must rationally approach the choice of means that can lead the client to a way out of a difficult life situation, someone must use a set of conditions and resources to realize specific client aspirations. Such a person should be a social worker, whose activities, as a rule, are associated with a conscious and correct change in the client's life activity, taking into account the real possibilities of the client and the resources of the environment.

As a rule, a social worker has a three-pronged task:

First, approaching the client from the standpoint of the socio-psychological sciences, he needs to have a good idea of the anthology of the client's activities (preliminary, present or future activity of the client is considered as the activity of a specific individual included in the system of social relations, social relations are considered as the basis for the existence of an individual; activity of a person is conditioned by the mode of production), take into account the peculiarities of the individual subjective existence of a person who finds himself in a difficult life situation (ways of subjective being of activity - passive, incompletely active and active)

Secondly, he must clearly find out the characteristics of the client (clients), that is, determine the distinctive qualities, traits, properties, which allows you to more fully and efficiently use the internal potential of the client. In social work, it is extremely important to take into account the axiological features of a person - value, needs, motivational, target, evaluative characteristics of the client of the service. Although, of course, a social worker is forced to take into account praxeological and ontological characteristics.

Neglect of these characteristics can lead to an inadequate interpretation of the essence of a particular person who applied to a social service for help. Only an objective consideration of such characteristics can help the social worker to plan the transition from one qualitative state of the client to another state, another modification that the client needs to get out of a difficult life situation; having realized the characteristics of the client, he can proceed to the qualification of characteristics, that is, the determination of the quantitative expression of these characteristics, their dynamics (degree of intensity).

We believe that these characteristics can serve as indicators that allow you to track the dynamics of the restoration (or development) of the essential forces of a person under the influence of the activities of a social work specialist.

Researchers know that there is a quantitative and qualitative nature of the criteria and indicators of the effectiveness of social work. At the same time, they are complex. As a rule, a group of normative criteria is distinguished that reflect the effectiveness of the process of providing social services, and a system of indicators that allows determining the state of social service clients. The immediate reason for highlighting the criteria for the effectiveness of social work, carried out through social services, are the goals and objectives of social services for certain categories of the population. At the same time, their division by levels and objects is justified, that is, they are divided by levels: society as a whole, region, settlements, districts, microdistricts, according to objects - a client, a small social corpse, society, etc.

Based on this position, two significant understandings of the effectiveness of social work can be noted.

First, it is understood as the ratio of the results achieved and the costs associated with providing these results. The main thing in this matter is the measurement (description) of results and costs. Efficiency can be expressed as calculated, planned, and also as actual (actually results achieved customer service).

Secondly, an assessment of the effectiveness of social work, and, in particular, social services, can be used for the main types of social services or a range of services. In this case, and, as you know, it is most often used, the fundamental problem is the definition of subjects who express their thoughts and judgments. They usually include heads of departments government controlled, leaders of public associations, specialists in the field of social work, practical social workers, inspectors are controllers and, of course, clients themselves.

Social service clients who wish to receive financial assistance, including medical services or consultations, pay attention to such personal qualities social workers as kindness, fairness, responsiveness, professionalism. Among the negative qualities of social workers, clients include indifference, deceit, rudeness, and low professionalism. Of course, the lack of positive qualities is related to a much smaller part of social workers.

Thus, it is quite obvious that today, when evaluating the activities of various social service institutions for the population, we cannot be limited to such indicators as "the number of clients served", "the number of families served", "the number of elderly and disabled citizens served", "the number of services provided "," the number of registered customers, "etc.

The formation of a system of criteria and indicators of the effectiveness of the work of social services as an integral part of the effectiveness of all social work is just beginning. It seems that there is reason to talk about the advisability of developing four groups of criteria and indicators at the first stage.

The first group - criteria and performance indicators of state and regional targeted programs aimed at developing social protection and social services for various categories of the population.

The second is the criteria and indicators of the effectiveness of social services.

The third one is the criteria and indicators of the effectiveness of the activities of social service specialists.

Fourth - criteria and performance indicators social education and, in particular, training and retraining in higher educational institutions social work specialists.

It should be noted that the application of criteria and indicators of the effectiveness of the activities of institutions and social workers will be the most important step in achieving the maximum efficiency of social work as a special type of professional activity.

On August 12, 2016, a working meeting was held between the Head of the district and the chairman of the district Assembly of deputies Yanina O.A. with social workers of the KTSSON, employees of the MUSSP and KTSSON.

The reason for the meeting was the appeal of social workers to the Head of the district on the issue of changes in the accrual wages social workers since July 2016

Of course, there are also internal reasons that prompted the transition to a new payroll system. This is, first of all, a very low indicator of the provision of paid services in our KTSSON.

Analyzing the work of social workers in terms of the previously existing load in terms of the number of people served per rate - 11.7 came to the conclusion that with an equal number of people served, but with different living conditions residence of the serviced, social workers received the same salary. However, if we take the settlements: with. Light, Berezinovka, with. Chesma, where a significant number of those served live in comfortable apartments and compare with the living conditions of those served in the village of Klugovka, Lugovoe, Port Arthur, where social workers have to carry water, heat stoves, clean snow, weed grass in gardens, then the question legitimately arises: whether the same assessment of the work of social workers performing different services in terms of labor intensity is fair. TO the same, the number served led to the formal recruitment of social service recipients. Not all, of course, but there are those who are able to perform labor-intensive work themselves (cleaning the premises). This, in turn, necessitated the rationing of the working hours of social workers. Rationing showed that (according to those served) social. workers come to them mainly in the first half of the day on Mondays, Wednesdays and Fridays (although there are Tuesdays and Thursdays in the working week). We allow trips to Chesma, but this is not every week. All this confirms the conclusion that not all work time effectively used to perform job duties. The record sheet of quantitative and qualitative indicators of social services for the month shows the result: On average, out of 12 people served, there are from 9 to 12 services per day. On average, one served out of 247 registered, there are 16 services per month. If we take 21 working days in the month of July, then services are not provided every day. Currently, recipients of social services have a choice necessary service for the current day. And the total cost for the services rendered may be less than the fixed amount that they paid for the 3 services indicated in the contract. This allows you to provide the right to choose a service and the right to confirm the performance of the service with the personal signature of the person served.

Another reason for the transfer to a new payroll for social workers is the desire to increase the number of recipients of social services, not only those registered with the social department. services at home, but also for pensioners and disabled people who need one-time social assistance. Currently, the demand for the provision of one-time services will grow. Today they call us what needs to be done general cleaning, just sit with a sick person, so that the native person who cares for the sick can simply get enough sleep.

Next goal: to increase the income of the institution from the provision of paid social and additional services, which will be used for annual medical examinations of social workers, training, the purchase of overalls and additional financial incentives.

And one of the equally important goals of the transition is that social workers are given the opportunity to increase their wages. The stimulating wage fund of the institution is designed to provide bonuses to all social workers on a monthly basis, subject to the fulfillment of the number of social services corresponding to the highest assessment of labor efficiency.

At the end of May 2016, a trip was organized to the Uisky district in order to study this work experience. Then there was the preparation of documents, which were later familiarized with all social workers against signature. Groups were trained to work with documents. Within a month there was also individual work with each social worker. It would seem that everything was clear, we were waiting for the reports and the result was that very few understood that at this stage it was necessary to try to provide as many services as possible, which actually did not happen. However, social workers have begun to provide additional paid services which had not previously been provided throughout the year, and this was taken into account when calculating wages. Apparently, the majority of social workers were sure that we would have to pay them the wages they received before. If earlier part of the salary fund was intended to stimulate only social workers by decree of the President and you received almost the same salary for both 12 people and 5 people served, now it is general fund salary and I repeat once again the stimulating part of the salary will be paid for the high quality of the work performed, taking into account initiative, creativity and the use of modern forms and methods of labor organization in the work.

So, in accordance with the regulation on the procedure for determining the quantitative and qualitative indicators of the provision of services by social workers, an analysis of the quantitative and qualitative indicators of the provision of services by social workers is carried out through the completed statements.

The significance of the indicator in points is set for each service, the total number of services rendered for all citizens served is calculated, correlated with the significance, and an assessment is made. Responsible for accounting indicators summarize the estimates obtained for all accounting records, correlate with the final table.

To evaluate the results, a commission was established to evaluate the quantitative and qualitative indicators of the provision of services by the center's social workers. Within 3-4 days of each month, the commission analyzes the statements. The commission's decision is documented in the final protocol. Based on the final protocol, the director of the institution issues an order on bonuses by Decree of the President Russian Federation dated 07.05.2012 No. 597 "On measures for the implementation of state social policy"

The analysis of the reports showed that social workers have the opportunity to provide more social and additional paid services during the month and the working week, taking into account the use of new technologies in the work with the elderly and the disabled and new forms of work (we offer a team contract, during common work the result counts for everyone).

We have been working in this direction for only a month, naturally there are difficulties, misunderstandings on the part of social workers, unwillingness to provide additional paid services. There are also our shortcomings, but we intend to continue work in this direction.

Today we are thinking about how to evaluate your work, based on the time spent on providing one service and the distance to the infrastructure to perform the service. The center's specialists keep records of recipients of social services for the lack of infrastructure in the locality, the degree of self-service for clients, the presence of relatives, which should help in assessing the quality of social services provided.

The main request to social workers is to calm down, organize their work with social service recipients so that there is time during working hours to provide the maximum number of services, including additional services.

We will try through the newspaper, official websites to bring information to the residents of the Chesmensky district that the staff of the complex center and social workers can come to the rescue if there is a need for one-time services. To do this, you can contact our center or the administration of rural settlements.
